Objectives

The high-level Conference will be devoted to reviewing the progress achieved in penal systems, with special attention to the online means and digital services applied to the systems, as well as advanced resocialization and rehabilitation approaches. The event will serve as a communication and partnership platform for constructive dialogue between the invited representatives from countries, international organizations, and experts, who will share their knowledge and lessons learned in the fields of rehabilitation, employment, education, and sport management programs available in penitentiary and probation services. The conference will constitute an excellent opportunity for high-level representatives, including ministers of justice, general directors of prison services, experts, and academia, to establish the network and use the platform for transferring knowledge, as well as focus on innovations and initiatives with the aim of strengthening the rehabilitation process in national penal systems and policy aspects.

Expected outcomes

The following outcomes are expected to be achieved:

  • Strengthened digital overarching process in the penal system and institutions, with particular focus on online education in prison;
  • Enriched resocialization-rehabilitation programs in successful re-entry process, with a special focus on employment, sport and cultural activities;
  • Improved digital technologies for probation and crime prevention systems.
FORMAT AND PARTICIPATION

The conference will last for three days. It will consist of an opening ceremony, an interactive debate, thematic sessions and a closing ceremony. The official closure of the conference will be finalized by adopting of the “Tbilisi Declaration”, which will consolidate future goals of refining penal systems and rehabilitation approaches. During the event, thematic exhibitions will be available throughout the conference venue. Thematic stands will be opened, where all participating actors will be invited to exhibit their digital innovations. On the last day of the conference, social programs will be organized for the participants.

The conference will be attended by ministers of justice and director generals of penitentiary and correctional systems, as well representatives of international organizations and NGOs, regional and sub-regional organizations as well as international experts and academics. Up to 200 participants will attend the conference.

Please be advised that you and/ or your associated delegation must register using the website in order to attend the conference. Participants are welcome to give a presentation and offer their best experience and skills in topical sessions. Please keep in mind that only one individual is permitted to participate in the session and deliver the speech, and that the level of presentation is not restricted to high-level only. The conference is open to delegation members or solo delegates who will not be presenting any best practices.
